House wrap
Parma requires a barrier under siding
Parma's windows, siding, roofing and door permit application has one line in its siding section: an air vapor barrier (house wrap) is required, and the applicant initials it (Parma permit application).
House wrap sheds water that gets past the siding and slows air leaking through the wall. Its seams are lapped and taped, and it works together with flashing tape around windows and doors.

Insulated siding
Foam-backed panels
Insulated siding is vinyl siding with rigid foam shaped to fit and bonded to the back. The foam stiffens the panel so it sits flatter and resists dents, and it adds a layer of insulation over the studs.
It does not replace wall insulation. It does help with the cold that runs through the wood framing itself. Ask the contractor how the product's insulation is rated and how the trim depth works around your windows, since the wall gets a little thicker.

Questions
Insulated siding and house wrap: common questions
Is house wrap required in Parma?
For siding permits, yes. The city's permit application says an air vapor barrier (house wrap) is required (application).
Does insulated siding lower heating bills?
It adds insulation outside the framing, which helps the wall as a whole. How much it changes a bill depends on the house. A contractor can explain the product's rating.
